The Special Education Department provides services, resources and technical assistance to ensure that Member Districts deliver high quality programs and services necessary for students with disabilities to derive an educational benefit and in compliance with MARSE and IDEA. 

 

As an educational leader, Kent Intermediate School District (ISD) aligns with Michigan’s vision to support learners and learning. We are committed to supporting learners and learning by insuring high expectations and flexible supports to yield improved outcomes for each eligible student with a disability, through the provision of a Free and Appropriate Public Education (FAPE) in the Least Restrictive Environment .

Due to the ISD being the subrecipient of the IDEA funds, we are stewards of the provision of FAPE for all eligible students with disabilities in our Member Districts which includes each local district (LEA) and public school academy (PSA) within our boundaries.

The Michigan Department of Education (MDE) - Office of Special Education (OSE) requires that ISDs establish a process of General Supervision Monitoring to develop a system to monitor Member Districts. Kent ISD’s General Supervision Monitoring will ensure: 1) Member Districts knows the requirements of IDEA. 2) Verifies effective implementation of IDEA. 3) Identifies and supports improvement in identified areas of need.

Our coaching model supports coherent curricular planning aligned to standards, the inclusion of high-quality and evidence based practices, consistent use of educational data to inform instruction specific to complex learning needs. It also focuses on the implementation of consistent, confident, and resilient systems and programs centered around Least Restrictive Environment decision making.

Michigan Administrative Rules for Special Education (MARSE) and the Individuals with Disabilities Act (IDEA) provide the statutes and regulations to support the provision of a Free and Appropriate Public Education (FAPE) and ensure special education and related services to qualifying students.
